I think the anwer would be to enforce the laws here, making it less of a draw for people to come here illegally. When you place value onto the law system and make employers and housers accountable for breaking the law, you don't need to build a fence. second. micro loans which are so successful in africa and india would be not only viable for us but sticks to our tradition of solvency and accountability
