The drain at the bottom creates some suction, because of the water moved by GRAVITY. The pump at the input has nothing much to do with the actual vortex, the geometry of the basin creates the vortex spin and it can only go one way (If one wanted the vortex to spin the other way the input needs to be positioned on the other side). The water input could also come from a tank reservoir or a river, same thing.
