if you build a wooden house like this, do you still need to stick those paper tubules inside as nests?

No, you don't need paper tubes. In fact there aren't any in this house. Maybe I should try some next year; easier to clean up after they leave the nest; just replace the paper tubes.

Solitary bees such as these ones don't make honey, so I just accept their pollinating services and enjoy the tomatoes and berries.
