All people need Catholic Faith for salvation which includes the Baptism of water (Ad Gentes 7,Lumen Gentium 14Vatican Council II). This is the ordinary way to go to Heaven and avoid Hell .

Non Catholics can be saved without the baptism of water ( Lumen Gentium 16) This is the extraordinary way to salvation.

Baptism of water is the priority.

True, however we do not know who has a GENUINE baptism of desire. The Letter of the Holy Office to Cardinal Cushing relative to Fr.Leonard Feeney (1949) said that any desire is not a baptism of desire.

We cannot judge.

The Letter indicated that Baptism is the ordinary way to Heaven. We do not administer the baptism of desire.

Catholic Faith is a priority for the Baptism of water for adults.
