He obviously knew full well that Ashcroft was not a resident for tax purposes. However, he obviously specifically refrained from asking Ashcroft so that he would be able to plausibly state that he didn't know that - that he had no evidence for it.
And he reinforces that over and over so that he can avoid lying, and can't explain why he hasn't asked because that would involve revealing what he did, in fact, know.

As far as I'm concerned I disagree w/ dasdasg; in my view, that makes him just as much a "liar" as anyone other fibber. In a strange way, it seems to me that it's actually even slimier bc he tries to seem like an honest man in the process. Like a Nazi--just following protocol & obeying the rules. it's not his responsibility to tell the truth; he's just doing his job.

@mikeyo1234 I am saying that he is going to very great lengths to avoid, technically, lying. Obviously he is, in some sense, aware that Ashcroft hasn't done what he said he would.
But he has gone to very great lengths, like a weasel or a lawyer, to be able to say that he doesn't know that. He's a piece of shit, but he's been very careful not to tell a lie.
