As I recall (from contemporaneous NYT stories) it was Collin Powell who referred to the first "script" he was handed as being bullshit...and only then was it watered down somewhat.
Powell has long been the US government's "Mr Cover-up", from his My Lai massacre report to his testimony to a Senate investigationin in the Iran-Contra affair was subsequently proved to have been false.
After the WWII, Nazis were caught and delivered to the War Crimes Tribunal in Nurnberg. Their defense had one thing in common: " I only followed orders".

You gotta remember that you cnt fault him while he was in the military. Regardless of his involvement, he can always shield himself by saying "i was simply following orders". If anyone is to be blamed it's Reagan or Caspar Weinberger.

1. There is strong public support
2. There are clear political objectives
3. The U.S. can go in with overwhelming force.
The only thing they did was #3, which isn't enough without the first two. So, blame it on the Commander-in-Chief--not his subordinates.
Actually this is all he can say as a bureaucrat, a general and a public official... it was wrong, but we know he is giving the bureaucratic answer.
