Just curious--what do you mean by war criminal? If the military had followed the Powell Doctrine, we wouldn't be in this mess. The Powell Doctrine states that the country should only engage in a war if:

1. There is strong public support

2. There are clear political objectives

3. The U.S. can go in with overwhelming force.

The only thing they did was #3, which isn't enough without the first two. So, blame it on the Commander-in-Chief--not his subordinates.
