What he's saying is that complex systems behave in unpredictable ways when they're disturbed -- that concept is at the core of chaos theory. He gives an example of how when the UK Government saved Northern Rock, that it caused the near-failure of banks like Barclays and the Bank of Scotland.

The dressing up bit is somewhat appealing but not particulalry intelligent. Taleb is not smart that his whole subliminal/unconscious point.Steven Cohen thats a smart guy.
