actually i have been looking around on the internet and have found those are troops who are just CREATED to 'survive' under Earth's condition. If u look at Advisor (wich i think they are the 'real' look of the normal Combine rase). I think that Combine create special troops to be superior in battle. My conclusion: Combines are WEIRD and CRUEL to make those things (look at those Stalkers, poor guys)
