Yeah, I think Larry Hoover was trying to drop the gang label and have the G.D.'s considered as an organisation. Gain power through politics, community outreach programs, legit businesses, put kids through college and whatnot without killing each other. Unfortunately, he can't escape the mistakes he's made but it is what it is.
