In the beginning of the US history, everybody that paid taxes had the right to elect government officials. Nowadays, legal residents and foreigners with some kind of work permit (like Pacquiao) pay taxes with no say in electing government officials. Undocumented workers unless they are working cash, also pay taxes! If you guys want a 100% capitalist system then nobody would pay taxes, but that system would also allow every foreigner to enter the US to work
