On the surface Orlov, Kahn and Octopussy smuggle and sell jewelry out of the Russian treasury and replace each piece with a fake. Orlov actually has another motive though which is that he wants to use the Octopussy circus to smuggle an atomic bomb onto the US airbase in west germany. When it goes off everyone will assume it was a US accident since there was no missile fired. Russia will demand the US disarm as a result and Orlov will invade Europe afterwards with his Russia's superior numbers.
