Maybe Yoshi was able to fight Chief Chilly in a beta version of the game and Yoshi was never able to get to King Boo, otherwise if they put that message if someone cheated Yoshi into this fight, then why not a message for King Boo?

I'm only going by "TheDevTeamThinksofEverything"­, kind of like how there was programming in Pokemon Ruby and Sapphire when someone cheated to get a random wild poke, only for it to never obey anything you told it do...with all badges. A.K.A, it was just an assumption.

@MasterRogue243 i think they originally intended there to be yoshi ears as well as the caps, so you had to go in the picture with luigi, but could get the yoshi ears to turn into yoshi, I guess.

I know why yoshi can fight with the boss and it is text, not as king boo, because the room is Waluigi is in the white room, and the exchange can go out Yoshi and Wario in the table, and if anyone thinks, Nintendo put a message to yoshi for action replay, would also have the king boo (Waluigi's room is in the white room

It's slightly different. King Bob-Omb calls him a little pipsqueak that has no stache and that he'll beat Yoshi up. Chief Chilly says it's not fair for him but that he's not a fair fighter.

Cool. You know what's fun(though off-topic)? Using a koopa shell in Lethal Lava Land. It's possible to kill all the bullies in the level, as Yoshi, in under like 60 seconds with a koopa shell. It's almost unfair.
