why the hell would they put it that far from the road?
the last thing you want to do is have to work on getting to a fire Hydrant and then getting back to put the fire out it's time you dont have...i would go to your town and vote on getting it closer to the road.
Doesnt really make a difference. The only real need for water to "protect" a section of divided highway is for car fires. A standard passenger vehicle fire can be easily handled with the booster tank from any engine, and would even suffice most larger vehicles. Worst comes to worst the chief can sound a tanker. In the event of a brush fire, you could simply throw a gate on the hydrant and connect whatever you need to right to the plug, assuming this is a decent hydrant.
have someone hightail it down the sidewalk, throw a rope across, and haul the supply line across using the rope, and hook in that way, idk about speed of it, but just a thought.

Is it true that JEA is resposible for running the water line to its current location, and if so will JFRD recemend its relocation closer to the road?

It could be relocated on the other side of the swamp, next to the road where a fire hydrant is supposed to go.
