I honestly believe this is Sacha Baron Cohen just messing around and doing the impression in a dumb-downed way. He looks TOO identical for it to be somebody else doing an impersonation. The height, weight, facial hair and everything are too spot-on for this to be somebody else. Just my opinion though...
