Do you mean planetary rings? Because CCP said that you can mine them in the future, so technically yes, you would be able to see them.

if they improving starfields I gona really love this game. Graphicly it was the poorest thing in eve for me UNTIL NOW. (If you still not playing eve better do before planetary interaction starts - that will be fun)
