I will agree to your statement. However, it should be mentioned that a lot of the country's GDP was used on arms expenditure. That played a key part in why other sectors did not get invested and hence problems that did occur.

Yes I certainly would. However, I would only publicly own the key sectors of the economy and to be democratically controlled by both the productive work force and consumer. What they did have in the SU was a bureaucracy trying to control every single thing possible for their own benefits. Nationalisation of everything is something I do not agree with at all.
