Somebody had to invent a way of training paratroopers! So: why not those guys, whose actually did invent the sophisticated arts of `Luftkrieg´ and `Kommandotaktik´ in the first place? Since Versaille germany had to improve his underdeveloped strikeforce - why not be massiv training? Today people call it human-capital - a considerable asset of any enterprise.
