What an expensive eyesore. Either repair the current Viaduct or tear it down and rout traffic around the city. NYC almost went this route, proposing elevated highways through downtown neighborhoods. Fortunately, they opted to route highways outside the city.

The tunnel will be a complete disaster when the digging destroys building foundations.

The elevated roadway is the only cost effective solution the tunnel cost to much and would take forever to build. The construction should be done with a plan to reroute traffic via new streamlined water front streets prior to construction and precast sections for rapid construction.
