I was aware of that, and yes that has occured to me. However, if the song was exclusively made for the movie, then it would no doubt be featured on the soundtrack. That is not the case. My problem is that there are no digital copies of the song on the internet, and it cannot be heard anywhere (according to my searches) other than the actual movie Idiocracy and this video. Is that not odd?

No it clearly wasn't, because there's not a single reference to the movie in this film clip, looks older than the movie and is not even in english. Most likely citric (actor/rapper in question) was playing it on set or suggested it/encouraged by to someone in production staff.
