Sadly house never caused the smiley revolution in America like it did in the UK. House never took off outside New York and Chicago until it fell into the crafty house imperialist hands of the British. I now live in Florida,here it seems like it skipped straight to techno.

I suspect that the use of old footage is because- aside from being in the sampling spirit (*) and also a good choice for making visuals for "faceless" dance music- is also that it was out of copyright, since up until then house music and the like wasn't in the big-seller (and big-budget video) league.
(*) Though listening to this, it isn't really sample-oriented, well apart from the "vocal", which I assume wasn't taken from elsewhere.
