Now that dog is going to walk around in fear the whole time its in that house with that cat. Its stressful. Its like being locked in a home with your enemy or a bully.

I'm thinking they were told the dog was good with cats. There is no other way to explain WHY they'd risk something like this without any knowledge. The dog could have easily fought back and hurt Mr.Fluff. A dog that is good with dog friendly cats would have this reaction to an aggressive cat sometimes. What bothers me is that the woman seemed too scared herself to try and get close enough to mediate. They just let Mr.Fluff scare the dog into a frenzy...
