Why does it not make sense to the Fed: If you can't beat'em, join'em and rake in BILLIONS in tax revenue. Not to mention the thousands if not tens of thousand of jobs the industry would create. It makes total sense to the feds.  The DEA has a 2.2 Billion dollar a year budget. Over half of their resources are put to marijuana. Believe me, they are going to do EVERYTHING they can think of to keep it illegal. _Including funding studies that produce statistics that they approve of.
