I think that Clyde had the choice to blow up the city hall, or to not blow it up. Nick was trying to teach him a lesson or something like that, but clyde didn't learn and still chose to blow up the hall. What he didn't know is that the bomb was in his room. When he found out that nick turned the tables, he smiled and felt nick finally learned his lesson. Or something like that.
