I just want to point out that, while it's entirely possible they were dumped by someone, it seems more likely to me that their mother was a stray. They are dirty but have been suckled enough to this age so their mother was obviously around at some point. Also a highway is not a typical dumping point.

I'm looking at adopting a kitten right now and I saw these kittens which had been found in a bucket of water... just left there by someone who sped off in their car. Thankfully they're healthy now.
