So one way or another they can check if she's driving. Whether it was legal or not, she was still driving though and you need to have a DL to operate a motorized vehicle. Any evidence or prosecution after an unconstitutional stop should be thrown out.
I read of one case where police stopped a driver for a minor traffic violation and, after writing the ticket, asked if he could search the car. Extending the stop to ask that question was ruled an unconstitutional extension of the stop.

She may or may not have been stopped because of a legal checkpoint; the video is not long enough to tell.
One absolute requirement is that it must NOT be up to an officer's discretion whether to stop a vehicle. Michigan v. Sitz

Refusal to ID is now a Class B Misdemeanor in TX with a penalty of up to 10,000 dollar fine and up to 2 years in prison. Gotta love Texizona.
