8 hours a year, I spend that much a week because oregon traffic lights dont run on the 60 second rule. (law used to say the full green to green cycle time can only be 60 seconds, eg. 40 sec green 20 sec red etc.) here I can sit waiting for a green turn arrow for 5 minutes then have 8 seconds to go through. WTF oregon you suck at traffic signals the people that set that shit up are a bunch of ass hats.

For the red light thing, just pulling this outa nowhere, but it seems right...
If you go into work, and you work in a downtown(ish) area, you'll be at (at the absolute least) 3, 4 stoplights
I believe the average timed stoplight lasts 1 minute
so 4 minutes (4 stoplights) to work, 4 minutes back, 5 days a week, 4 weeks a month, 12 months a year, that's 32 hours a year.
Also, this is a minimum, seeing as this is just accounting for work, and not for any other driving
