Overwatch soldiers aren't supposed to be in city. Civil Protection is in charge of security in the city so there are no soldiers in it, expect in the citadel. Overwatch soldiers are called to the city only during major uprising.

So I do not get the idea, why there must be overwatch soldiers if they're not supposed to be there and they have much better things to do than just standing there.
