the PCA was reestablished in later 2007 ....

but, the PCA doesn't stop national guard from being used..... but......... there's a problem, the natl guard has been nationalized which is unconstitutional which goes aroudn the original intent of the PCA... so technically it's being violatied.......

Actually that was changed due to Bush and company. It was a big complaint during Katrina, while the National Guard were taking peoples legal weapons.

This is training for military to get used to policing citizens, and training the citizens to get used to the idea of the military in the streets.
