Yeah my cat does that when he sees another cat because they protect there space and don't like other cats coming near them. He would be ok once the other cat leaves.

To answer your question, yes, it is very possible for cats to mimic a sound a baby crying, especially when it is angry and ready to fight. Just do a search for "angry cat" for examples.
