You enabled a cheat early on in the game, "Peds riot" it glitches the game and you cant get past that mission.

instead of taking the tanker you can push the sabre to your garage nearby then kill catalina to fail the mission.

You can do this multiple times to get more than one sabre just in case you flip one.

The sabre is invincible so basically you can go on a rampage. I think you can even get the sabre modded.
