Actually that drink it is know as Tommy's Margarita,created and named in honour of Tom Estes, Tequila's Europe ambassador and owner of Cafe Pacifico, as well there is a variation using regular sugar that is called Sourteq

The salt is not poured on the glass... you use a small plate that is usually specially shaped for the margarita cup and you place the cup upside down on it so that it sticks to te lemon moisture on the edge...
