What kind of VCR is it that you're using? the best thing to do is to try to get as good a trasnfer as posisble from a good tracking VCR before using software.
A good S-VHS editing deck will do better than a consumer VCR. Try playing around with the tracking/auto-tracking to get the best result before deciding what capture to use.

I have a DV file transferred from a VHS to my computer, and it has the same tracking "jitter" as in the 1:10 sequence. I'm still learning how to use my desktop tape deck, apparently it has time base correction.
