if a traffic citation is a violation, WHO is the injured party? Who or what has been infringed? Who's right has been breached? Who has been ravished?
If an injured party cannot be produced, then how can traffic citations be issued at all?

For those in the United States, the 10th ammendment is our wide open door. We must make use of this.
