It's no doubt that some of the best drifters and from Japan, but that's mainly because there's a strong drifting culture and scene in Japan. So obviously you'll get many who go on to practice and perfect drifting, and hence master it.

In other countries where it isn't so popular, clearly you wouldn't see that.
