Haha. It was John Lennon who sang the song. He double tracked his voice. That's why he sounded all deep. He created this song, as sang for it. There was no backup vocals. Paul sang and wrote Penny Lane. They both made their owns songs to compete against each other. Even though both of these songs were left out of Sgt. Pepper's.

@DAYD111 Actually, he slowed down his vocal track to this speed which causes the voice deepness. Same thing for a couple McCartney songs like 'When I'm Sixty-Four', he sped up that one quite a bit and his voice sounds extremely high pitched for his vocal range. Anyway, this song is actually a lot faster than intended, so imagine Ringo's drumming at that speed o_o
