Those are called mini bolt cutters. They are about $7 on amazon. In stores I've seen them for around $25 and they're kind of hard to find. Though I've heard Home Depot in my area just recently started carrying them, dont know how much.

well it's just something I rigged up in the garage. I made the base out of one of those eat in bed trays because it has those handy grooves in it, but you can just use a slab of wood. The dowel holder is a toilet paper holder that's been drilled through, and as for the crank, I have since found 2 things: A drill is indeed better if you can afford one, and the best way to make a wire dispenser is by buying parts from the plumbing department and fitting them together.

For electric fence wire (14 gauge) you're full of shit. the 12 gauge I'm using now might do that, but I've upgraded anyway.
