@roncoslow the spell consumes WAY to much magica for what it does. If you craft it yourself it requires less Magica :)

@dougiedog998 Hey, this is my new account. If you want to do the long quest, you have to talk to the lady in the green dress (forgot her name). Give the book to her (it a good thing to steal it back from the room of the argonian). And she will give you instructions to go back to the ruin and cast an electricity spell on it.

Yes you can steal it back from her she will be at the Place where she told ya to meet you at.

After that you will pick the lock when she is asleep, then OPTIONAL: Kill Her, or go to the Argonian that wanted it in the first place. Also It does explain why the charred corpse is there WOW!
