Yes, indeed it does have major infrastructure issues.(only 3 ridiculously short unfinished highays, one of them is in bad condition, narrow roads, lots of cars, broken asphalt). And above of that, Bucharest people drive ... they can't drive for shit. Everytime you drive to Bucharest, and come back with your car in one piece, you're a hero.

Riding a bike is dangerous, and I met policeman that told me that in the park it is not allowed to ride a bike, although t was 7am and the park was empty.
The infractional status through ordinary people is very high. Very few infractions are recorded, because no one call the police and it is very common to bribe or to steal anything. For instance even bulbs on staircase has some cages :) to keep from stealing... Romanians are not stupid, they developed many schemes to work around police and justice. Also they are well known hackers, but that's all people, they dont use their intelligence inn a good way.
Of the over 20 million population, only ~4-5 million are active (can work). From these, only 2-3 millions work in private sector, the remaining working in a very inefficient and bureaucratic public sector.
~40% officially work as agricultors, but we import 80% of food and export very few products. Practically they can't work anything, they only work only some small lands, with rudimentary means (animals, plugs...)
But in the same time the average wage for a doctor or a teacher is 3-500euro, and the young people practically could not afford daily expenses without accepting illegal money from patients and/or pupils.
Also the general healthcare and hygene is very poor. The average soap and toothpaste consumption is many times lower than in EU countries. Don't be surprised if a driver is aggressive, because it is a frequent thing. And don't rely on ppl/ police, no one would help you in mid day if attacked
Around 40% of entire economy is non-fiscalized. And from the taxes collected, vast amounts of money are spent by dubious incompetent people from politic circles.
Romania is a country recently entered UE, and only "on papers". The contrast is disturbing: cars that in other countries are bought by high class (bankers, doctors) here are frequent, but the people are very rude, and uneducated. You can see someone driving such a car without any kind of school or official business.
So people prefer to spend 2-4 hours daily in this type of traffic, instead of using trams (ok, not all areas are covered by RATB, but...) This raise a very serious question: how they prefer to drive after a suposely one 8 hours shift? You are free to guess, but I bet the Romanians are not so hard workers. The landscape with only 2-3 workers effectivelly working of 10 hired are notorious.
The are another reason for crowded roads. People systematically don't pay taxes.
What you see here is a suggestive image of how high corruption in Romania is. So many people can buy luxurious cars. Keep in mind that the average wage in this country is ~500euro, so even a 15-20k can be considered expensive. Essentially the cars are useless - although people can go to work using public transportation system (RATB), they drive cars only for some kind of pride. It's like saying to your neighbours or work colleagues: voila, my car is more expensive than yours!
