@catkinstra going high simply requires us to vibrate the chords faster which actually tends to increase the volume of the sound as well as the pitch. The reverse is also true; vibrating the cords slower as we go lower we have to make up for the energy loss by singing (subjectively) "louder". So yes, a woman (having much lighter, smaller vocal apparatus) could vibrate her vocal cords at that frequency, but you wouldn't hear anything because it would be impossible for her to sing loudly enough.
