No, gymkhana does not have much to do with actual rallying.

They put kart racing in Gran Turismo, but I'm not gonna go on a tangent because I don't like karts.

No, Ken Block is not the best rally driver.

He's also not an asshole.

From what I understand (Of course, this is image, not necessarily reality), he's a really humble guy. I'm glad he thinks outside the box, and that the gamemakers conveyed that into this game.
