Hell yah! Those dogs are treated as a Marine themselves!! They are very well taken care of. They just get really excited when visitors come. I just thought it was silly how their innate inclination is to turn in circles like that!
I can tell you as a K9 handler both in the States and Iraq that those dogs are not "neglected". I spent more time with my dog on a daily basis then most of pet owners back in the States. I check my dog everyday for health, parasites and injuries. My life on deployment revolved around my dog. I didn't eat until he ate. I didn't go to bed until he was taken out of his kennel for some play and a potty break. Before you make blanket statements about my profession do your homework.
They most surely are getting dizzy... but due to solitery confinement, as already explained above, animals go mad. Just go to a zoo and you will see it, especially with animals that are naturally in large habitats, such as tigers and lions.
The dog's probably gone crazy due to solitary confinement, most animals (including us) end up doing that if we're left in the same small place for a long period of time.

More likely a neglected dog. Animals do that when they're confined for a long time in a small space, without exercise or love.
