When a wrestler does a move like a powerbomb the other guy getting power bombed is supposes to provide some assistance in getting up on the guys shoulders because it would take an insane amount of effort for Brock to do it all by himself. Hardcore Holly didn't provide an assistance, and he does this a lot. He was being an asshole so Brock showed him whats up.

I always wondered why WWE didn't show the full clip when they promoted the Hardcore Holly vs. Brock Lesnar feud in late 2003. They just started the clip with Holly's neck hitting the mat and didn't show him sandbagging. The powerbomb looked weak, as far as powerbombs go, but I don't think it was Brock's fault. He just put him down as opposed to powerbombing him forcefully. A whip powerbomb could have killed Holly if he landed in the same way.
