The Webosaurs Staff made it like that. The party was just for him, and it was his first one. Whenever there is a party, Webosaurs is decorated accordingly.
I was there. My name was Zu and you can see me at the right part of the metal bridge around 1:20 and then you just lose me around 4:00 :P. You can still see my dino though in the crowd somewere if you look real hard
