That Raikou was one of these stall-raikou; their main focus is on toxic and pressure stalling. Their typical moveset is Thunderbolt, Protect, Toxic and Substitute. I personally look at Suicune as a better pokemon for that role due to his higher defenses, but the advantage Raikou has is his speed.
