Could you build a similar Unit using individual LM3916's to drive the led-chain for each frequency band, and use active bandpass-filters to split the incoming signal into the individual frequency bands to drive the lm3916's with ?
These are not that hard to make if you know how and are handy with designing analog audio circuits. you need VU/bargraph driver IC's and carefully designed bandpass filters on each. A lot of work but do-able. I have an old homebuilt one kicking around somewhere and it's far too complex though it looked cool when setup.
I can understand that. Would it be possible to change one of your tone filters into a sweeping frequency and then sequence the LED arrays to the sweeping tone filter? So as to reduce the number of parts but stay in the analog domain. I'm guessing the sweep would have to be too fast to be update the display fast enough.
You could really simplify part count in the digital domain. You could use a CPLD or a small uC to time multiplex sequence the LEDs, so you would have an output for each row and column instead of outputs for all LEDs. You would need a processor to do an Fast Fourier Transform on the input signal though, and use a moving average filter on the FFT output bins to get a smoother spectrum like WinAmp does.

Not the low-pass filter, but a simple parallel RC circuit after the diode, and R is adjustable (it's a trimmer), but the same RC costant is the same for eight bars (there are four RC costants, three for 3x8 bars and the last for the last four bars).
Did you try the multiple feedback filter concept? You can get 4 bandpass channels from the LM324 with a Q of up to 10. But you will need high speed op amps once you are above 10Khz.
He ripped this video off from some one else that is why he cant share the design docs....

RTA EQ some are inexpensive today for off the shelf models plus the display is too fast for my liking.
I have several EQ with RTA and TrueRTA which is too fast too jittery and I don't use it toEQ my room I use a Technics SH-8055 as an RTA

It is not a EM spectrum but an audio spectrum (the title said it). The band is 20Hz-20KHz, but the analyzer's band is 31.5Hz-16KHz.

I can understand that. Would it be possible to change one of your tone filters into a sweeping frequency and then sequence the LED arrays to the sweeping tone filter? So as to reduce the number of parts but stay in the analog domain. I'm guessing the sweep would have to be too fast to be update the display fast enough.

Yes, you're right. Your filter is a "Voltage Controlled Filter" (VCF). But it's a little bit more complicated.

looks kind of like the one I built in 1989 that had 27 h X 20 vertical=540 LED's but 3 colors were seperated by octave, not amplitude

Took me a while to realize the front of the display is entirely covered in parts :)
The leds seem to turn off a bit too fast, adding a fading effect (diode + low pass filter) on the band pass filters outputs might be nice.
