If SCOTUS overturned the FL result, the presidential election would have been thrown to the House, where each state's delegation would have had one vote - at the time, 27-23 GOP. Bush would have won. The VEEP goes to the Senate, one vote per senator - at the time, 50-50. Gore casts the tie-breaker...and we have Bush as president & Lieberman as VP.
