I've been dancing for 13 years and Ive been taking tap all those years and it is harder cause its hard to control but that's if u give too much force, otherwise it's easier cause in tap shoes you don't have to give any force but that's really good anyways ...

If she set her heel down while she was turning those turns wouldn't have counted but she didn't do that so all of the turns counted. I know that because I do those turns a lot and I'm a dancer and I have been dancing for 8 years.

To try and clear things up; correct me if I'm wrong but a pirouette is a complete turn of the body on one foot which can be performed in any position such as attitude or arabesque. And also, executing that many turns even in tap shoes is NOT easy, especially for how slippery tap shoes are. You can hardly grip the floor with taps and the fact she did 25 at 8 years old is very impressive.

To answer your question, all those turns you mention would be technically referred to as a "pirouette en attitude" or a "pirouette en arabesque" If you took ballet class, which would help your other dancing, you'd learn proper terminology. Actually tap shoes aren't "easier" to turn in especially on hardwood floor, it makes it 10x more slippery ! And pirouettes aren't just when you are turned out that's why there's "jazz pirouettes" where you are in parallel and a "ballet pirouette" when you are turned out ! And who cares she's 8 years old and even if she was older that's amazing ! You go girl ! She has a strong center and good spots. Shes gonna be a great dancer as she gets older.

Of course it's cool and impressive, but tap shoes were made to do that, and these types of pirouettes definitely don't take the kind of muscle that is required for ballet pirouettes (which is why most dance companies want their professionals to be able to just do triples).
