@Ubstudios There is another channel trying to interfere with the video, at around 0:54 you can see some text from another channel briefly. The audio from this other channel isnt propagating. Audio is on the upper frequency of the channel.
Thanks for uploading this one. I"ve always been fascinated by skip like this. I have a 1977 TV set with rabbit ears and I have gotten this same channel in northern Ohio via E-skip back in June 2001.

Why do you think that the audio is pretty stable while the video is going nuts? Something to ponder during a dx.
