how to unlock all: play though story mode. play through the 1st part of free play mode (the tournament). then you should have all except hanabi, konohamaru, 1st, 2nd and 4th hokage. buy parfum and pricey parfum. change between maps until hanabi is on the roof of an house (the food shop near the gate). give her parfum, meet her near the river, then give her pricey parfum and meet her in town. than go to academy and answer all questions of kono's friends. then go to the food store, answer all.
