Here's how to get past the guys that does not move:

First, you need to have SEEN 150 pokemon (all the pokemon from the Sinnoh region).

After you are done with that, go speak with Professor Rowan in Sandgem Town, and Professor Oak should come and give you the "National Pokedex" that will allow you to get data from the old pokemon from the older games. Now they should have moved and you should be ready to face Heatran. Hope this helps, and good luck!
